Project Overview and Scope

Hunter H2O has extensive experience in the area of economic regulation. Our experienced staff have had responsibility for successfully leading the preparation of pricing proposals for a major New South Wales metropolitan water utility for review by the economic regulator, IPART. Hunter H2O specialists have also been appointed by IPART to independently audit water utility pricing proposals. In addition, specialist staff have worked across Australia advising on economic and pricing matters and more recently capacity development and training.

With an increasing focus on the sustainability of water businesses Hunter H2O was recently engaged by Tweed Shire Council to run a two day economic regulation workshop. The purpose of the assignment was to work closely with key staff to identify areas within the water business where further improvement initiatives could be identified. By prioritising and progressively implementing the identified initiatives, Tweed Shire Council have ensured that they are leaders in the area of economic regulation and strongly positioned for any change ahead.

Key Success Factors

Key factors that contributed to the success of this project include:

  • The hands on experience of Hunter H2O staff in the preparation of pricing proposals and negotiations with the economic regulator IPART (Independent Pricing and Regulatory Tribunal), and the ability to transfer this knowledge to the Tweed Shire Council situation.
  • All attendees openly participated over the two days of the workshop ensuring that all key issues were identified and actions owned.
  • The forward thinking of Tweed Shire Council in identifying potential changes to the way local water businesses are regulated.
